A frog does not know it is being boiled until it is too late.\u00a0Lawmakers\u00a0in London\u00a0feel the same about\u00a0artificial general\u00a0intelligence\u2014the next chapter of the 21st<\/sup>\u00a0century technology revolution\u00a0which could be as little as three years away.\u00a0\u00a0<\/p>\n

A campaign for government recognition that\u00a0such\u00a0non-human\u00a0\u201csuperintelligence\u201d\u00a0should be formally\u00a0considered\u00a0a threat to national and global security\u00a0is backed by more than 125 U.K.\u00a0lawmakers.\u00a0The philosopher, historian and author\u00a0of\u00a0mega-selling books, Yuval Noah Harari,\u00a0has given the campaign his personal endorsement.\u00a0<\/p>\n
Luciana Berger, the former\u00a0Labour\u00a0MP and now a member of the upper\u00a0legislative\u00a0house\u00a0in the U.K., the House\u00a0of Lords,\u00a0is leading the charge\u00a0via the campaign group\u00a0ControlAI. \u201cOn a domestic level, we are\u00a0being left\u00a0behind when it comes to AI development,\u201d she told me. \u201cAs a country, the U.K. is completely reliant on American and Chinese AI models. We are a country renowned for our research and development, this needs to be right at the top of our agenda\u00a0in order to\u00a0maintain\u00a0even a tiny stake in AI development.\u201d\u00a0<\/p>\n
Berger speaks for\u00a0many\u00a0political\u00a0leaders who are becoming increasingly trepidatious\u00a0about the development of AI. Fears over digital sovereignty\u00a0are\u00a0growing and at present there are few checks and balances\u00a0for\u00a0a new technology\u00a0that\u00a0Demis Hassabis of DeepMind has described as \u201cnothing less than the dawning of a new age for humanity.\u201d\u00a0<\/p>\n
Controls, such as they are, are\u00a0largely in\u00a0the hands of the firms that are developing the technology, an\u00a0obvious weakness in an age when moving fast and breaking things\u00a0appears to\u00a0be back\u00a0in vogue.\u00a0<\/p>\n
\u201cOn a global level, we face a far more existential risk,\u201d Berger said. \u201cLeading\u00a0AI\u00a0companies are racing towards superintelligence, despite acknowledging that it could pose an existential threat to humanity. We have no idea when these systems could come into play or the extent to which they will disrupt the global order.\u201d\u00a0<\/p>\n
Hassabis has called for \u201crobust safeguards\u201d and a new regulatory regime led\u00a0by\u00a0America.\u00a0Harari has gone further,\u00a0arguing\u00a0that even the\u00a0ill-fated\u00a0Titanic did\u00a0not\u00a0build the iceberg it eventually ploughed into.\u00a0He has called for an equivalent of the US Food and Drug Administration to control\u00a0new\u00a0AI\u00a0tools.\u00a0<\/p>\n
The public can be forgiven for\u00a0nodding in\u00a0agreement.\u00a0Anthropic, a leading AI firm, said one of its cybersecurity products, Mythos, was too dangerous to release for\u00a0general use. Last week, OpenAI revealed\u00a0that an autonomous\u00a0agent\u00a0it was testing had \u201cescaped\u201d\u00a0a secure\u00a0area and attacked the AI startup Hugging Face. A few days later,\u00a0Reuters<\/em>\u00a0revealed that another firm,\u00a0Modal,\u00a0was aware of\u00a0attempts by the same rogue agent\u00a0to compromise\u00a0users of its\u00a0platforms.\u00a0<\/p>\n\n

OpenAI\u2019s\u00a0statement\u00a0will have done little to soothe concerns.\u00a0It read:\u00a0\u201cLast week, Hugging Face\u00a0disclosed a new kind of security incident\u00a0after\u00a0it\u00a0detected and\u00a0contained\u00a0an AI agent that compromised their infrastructure, something we expect to become more commonplace with the proliferation of increasingly cyber-capable models.\u201d\u00a0It was reported that the agent\u00a0was outside its test area for a week before OpenAI realized. By\u00a0then\u00a0the incident\u00a0had already been reported\u00a0to the FBI.\u00a0<\/p>\n
\u201cWhen the OpenAI\u00a0cyber-attack\u00a0happened last week, I could not believe how far down I had to scroll through my news to see reports that it had happened,\u201d Berger said. \u201cDangers like this should be front and center of\u00a0all\u00a0our discourse, leading to urgent action.\u00a0<\/p>\n
\u201cThere is a definite need for\u00a0regulation,\u00a0but this is not just a U.K. issue.\u00a0Whilst, yes, global regulation would be\u00a0difficult,\u00a0it must urgently be the goal. AI is like no other\u00a0policy\u00a0 challenge.\u201d\u00a0<\/p>\n

The European Union\u2019s AI Act\u00a0is one of the first attempts at pan-national controls of AI implementation.\u00a0ControlAI\u00a0is active in Germany,\u00a0Canada,\u00a0and the U.S., where\u00a0the bi-partisan AI Kill\u00a0Switch\u00a0Act has just been introduced. Public support is high.\u00a0<\/p>\n
\u201cIt is significant that the new\u00a0U.K.\u00a0Prime Minister has\u00a0prioritized\u00a0this\u00a0area,\u00a0appointing an AI Minister who will now attend Cabinet,\u201d Berger said.\u00a0\u201cSuccess\u00a0for me\u00a0is\u00a0serious and significant investment in U.K. sovereign AI capabilities and superintelligent AI to be formally\u00a0recognized\u00a0as a national and global security threat, with guardrails put in place.\u201d\u00a0<\/p>\n
AI brings remarkable opportunities for advancement\u2014whether\u00a0it\u2019s\u00a0solving health challenges, better understanding climate change,\u00a0or\u00a0cleaning up email inboxes.\u00a0\u201cWe\u2019ve\u00a0essentially found\u00a0a way to make sand think,\u201d Hassabis said.\u00a0The worry is that nobody is yet across what that actually means.\u00a0<\/p>\n\n
