A city centre 10k looks like a one morning business. The morning is the shortest part of it. Before a start line goes up on a Sunday in May, a route has been measured and certified, an event licence has been granted, a traffic order has been applied for and advertised, and a list of suppliers has been contracted, nearly all of it committed before a single entry fee has cleared.\u00a0<\/p>\n
That sequence is why delivery gets contracted out: event services from Massive and comparable suppliers are bought at the point where a plan stops being a spreadsheet and becomes a set of dated obligations.<\/p>\n
An athletics event staged under the sport\u2019s rules needs a licence, and a road race cannot be licensed on a promise about the route. Licensing guidance from scottishathletics is explicit that a course measurement certificate must be current when the application goes in, and warns that an out of date or missing certificate could cause a delay in your licence being issued. Measurement is a specialist job carried out to a defined method, not a wheel run along the pavement, and it is paid for whether entries sell or not. Most of what follows, from council permissions to the printing of race numbers, waits on that piece of paper.<\/p>\n
Closing a road is an administrative process before it is a physical one. An order has to be applied for and advertised, bus operators whose routes cross the course have to be brought in, and every junction inside the closure needs signage and somebody standing beside it. The cost is not only the traffic management contract. It also includes the negotiation with businesses on the route, the residents whose parking disappears for a morning, and the delivery drivers who turn up regardless. Cities that host events every year build that negotiation into a calendar and reuse it. Cities that host one build it from scratch, more expensively, each time.<\/p>\n
Evidence of public liability cover is what councils and venues want to see before permissions are confirmed, and it tends to be requested at the least convenient moment, after the date has been announced and before the entries are in. The premium is not the interesting part. The interesting part is that cover is priced on the plan, so a route change made in April to keep a landowner happy can reopen a conversation everybody thought had closed in January.<\/p>\n
Permissions carry dates, measurement certificates have a shelf life, and the suppliers worth having are booked by the time a charity board signs off a spring event. The result is a budget fixed a season before any income arrives, built on an entry forecast that is a guess informed by last year. Fixed costs behave differently from variable ones at that stage. Barriers, signage, medical cover and the licence itself do not shrink when three hundred fewer people enter. Only the medals, the shirts and the water do.<\/p>\n
Mass participation is a fundraising channel with a hard cost floor, which is what makes it risky for the organisation whose name goes on the shirt. Entries below plan do not reduce the site cost, they reduce the net. A poor forecast in the final week refunds nothing. That asymmetry is why so many charities pay somebody else to hold the delivery risk and the supplier relationships, and why the events that come through a bad year tend to be the ones whose costs were understood line by line in the autumn before.<\/p>\n
